Oh well, still how would you report a guy for saying something bad, that would require you recorded the conversation - got it shipped to "anticheat-fairplay-whatever-team and voila, the GDPR would kick you so hard in the nads you wouldnt dream of it.
So no, you can get away with saying almost anything hence youre can't legally do anything about it without severe implications that will cost a lot of money.

Only thing that used to work, and still does in the real BF games is to press "H" say out loud " I dont want to read your insults sucker" and play on (while teabagging the scumback).
@0ld_yell0wthe best current solution is always to mute anyone who is a problem ASAP and forget about them.

Originally in BFV when you blocked somone via the Origin profile page it automatically hid all their text chat for you, just theirs, so you didn't have to hide the whole chat but for some reason about 8 months ago it just stopped working.
