I think the game has had several issues.
The controls felt sluggish (still does to some extent), and I think they have improved input-latency in general with the existing fixes.
But you are right, weird no-one at Dice found this problem. They should test/measure things 'scientifically' before trying to fix stuff, just rewriting some code to hope for a fix seems pretty stupid. I think the amount of code, even "just for input", are pretty substantial and I don't think they will rewrite large portions of code at this point (perhaps for the next release).
The weird thing is how this problem was even introduced to the game, didn't the gun-play in BFV work fine? No other BF-title has had this issue.

I tested for the recoil bug in Battlefield 1 and the bug is in there too. It wouldn't surprise me if the bug was first introduced in BF1 because that's when Julian said the Frostbite team rewrote the controller code between BF4 and BF1 and he was no longer sure if the 'code paths' were still seperate for mouse and controller.

Played a lot of BF1, but on PC, don't know if the problem is there as well.
But the gun-play in BF1 was very different, perhaps PC has the same issue in BF1...
