@fragnstein I am assuming you are referring to the keybinds that are something like "switch to primary" and "switch to secondary", but that's not what I am referring to.
If you bind those to "scroll-up" and "scroll-down" respectively like you said you did, it will behave just like a regular keybind (like pressing 1 or 2 on the keyboard), and it won't actually cycle between primary/secondary weapons when you continuously scroll in one direction, which is what the "cycle primary" and "cycle secondary" keybinds allowed me to do. (Instead, it will just switch to primary and then stay on primary if you continue to scroll up, for example.)
So, I appreciate your input, but it does not address the issue I am referring to. The issue here is that the "cycle secondary" keybind was seemingly removed from the game entirely, for some reason. The "switch to secondary" keybind might seem like the same thing at first glance, but it is not the same thing.

I see what you're saying. How about assigning scroll up to both select primary and secondary. I'm not at home atm so I can't test it, its just a thought

@fragnstein Hmm. I am not sure exactly what would happen (or if it would even allow me to bind both actions to the same input like that), but I am fairly certain it would not resolve the issue I am describing. (It would still leave me with nothing to bind "scroll-down" to.)
Look at it this way: If I just bind "cycle primary" to "scroll-up", it does already continuously swap back & forth between primary/secondary ONLY just by virtue of continuously scrolling up, which is what I want it to do.
But, that's only half the story.
Again, the issue here is that the "cycle secondary" keybind was removed, which means there is nothing for me to bind "scroll-down" to, to allow the same behavior as "scroll-up".
