Missing cycle secondary weapon

Returning after 4 years and I noticed my binds aren't working as they should. It turns out, the bind for "cycle secondary weapon" is missing. I used to have cycle primary and secondary weapon bound to the scroll wheel but now I can only cycle with one direction of the scroll wheel. I do not have a clue who thought it was a good decision to remove the bind in the options as it still exists in the config file. Please add it back.
