P90 will not unlock, all requirements are met.

@ballsagnaa would you believe me if i told you you are not missing out on anything so far all portal weapons are nothing more then filler.
they have less attatchments making them less flexible, less then half the ammo other weapons have and worse accuracy and DMG then their counterparts....
literally only in the game to bloat the abysmal numbers of weapons in the game nothing more nothing less
