Pilots rejoice! Lis got quite a nerf (4.0 Patch note)

@UP_LordPlumber this is a good change - requiring lis users to plan out their shot and their target instead of just launching it at spawn and having all day to decide who they want to try to hit is a good change. Also reducing the capability of looping around for a 2nd chance.

The gadget should require some skill and not be so braindead easy
