Here's a theory: they already have problems getting full servers given that the game was not a big success. One of the few things that keeps some players populating the official servers is grinding out T1s. I fall into that category (I have all the primaries done and now I'm working (painfully) on the sidearms). If I could T1 them against bots, that would be one more person not filling the real servers.
@DaMutha1this would be fine if I could find a game in any other mode than Conquest. Smaller markets often don't have enough concurrent players to start Breakthrough or Rush. Many times, the official Portal modes are the only way I can get a game.
