This very likely could be a bug, as when playing Solo/Co-op when you first use a weapon/vehicle and only when it is your first time using that it would track normally up to a certain point and then it would cease to track the unlocks for that specific piece of equipment (you unlock the attachment/weapon/gadget just fine then the kill counter for the other attachments reverts to 0 or stays where it was at from regular multiplayer). This could also be something Dice has decided to do to combat "farming" in the game (in my opinion if their biggest concern is that people would unlock everything as fast as possible then they should increase the difficulty and challenges to earn the unlocks in the first place rather than completely stop progression for a mode that people find crucial and fun, they could even just change the requirements for Solo/Co-op to be different to regular multiplayer to increase the difficulty in that mode)
I would understand if bots had different weights - like for example implementing one of these:
1. Bots count half, and reduced based on how easy they're set, or
2. Bots at Beginner only track to a nominal mastery level, then Intermediate to another level, and beyond that it requires Advanced bots only, or
3. Only a certain number of kills on bots per day register full credit, after which they reduce in credit substantially.
It's just disappointing that they don't seem to count at all now - for people who would play substantially in Solo then it's basically saying you can't enjoy large portions of the game because someone says so.
Personally I'd point to the original Black Ops game, that had a separate profile for training single player against bots to the online multiplayer - that way you couldn't farm them for anything because the two halves were on separate progression profiles - you could let people play to their hearts content against bots at full credit, and it wouldn't affect the online play.
They could even use that as an excuse to add more badge thingies, skins and charms that could be displayed in game if they wanted to.

No half measures or bargains should be made it was advertised as full progression across all modes and it needs to be fixed today.
Alot of gamers bought this product and some are disable and can't play past a beginner difficulty they deserve full xp and progression as promised
