If you're getting denied on a refund in Steam because you have over two hours of game time, you should file a ticket with the "I have a question about this purchase" prompt and request refund through there since they automatically reject any refund requests with over two hours of game time. This method will work until the release due to Steam pre-purchase policy.
"Refunds on Pre-Purchased Titles
When you pre-purchase a title on Steam (and have paid for the title in advance), you can request a refund at any time prior to release of that title. The standard 14-day/two-hour refund period also applies, starting on the game’s release date."
Exactly, I'm keeping my copy just cause I like the game, even though we are getting ignored, I still like the gameplay, but not everyone is me. If you feel like this is right choice for you, I can't force you to keep the game, if your guts are telling you to. go do it.

You can always repurchase once they fix the solo progression stuff but if it was a big reason for your purchase, you risk gaining nothing if they don't. So absolutely don't waste your money or sour your enjoyment waiting for something you don't know if it's even coming.
I know I'm buying again once progression gets fixed but I'm not risking waiting or wasting time when I could be playing something else.
