Could you make the gun easier to use? Could you make it so that you could charge up in advance? Like you'd click and hold and it'll charge up and then let go and it'll stay charge for one shot/held ...

Unless they implement some kind of bullet-drop and slower bullet-velocity, your suggested changes would make the gun totally OP.
Slower bullet-velocity and bullet-drop would make the rifle into a normal sniper-rilfe and then the 'rail-gun' aspect would be lost.
You can "charge" the gun by holding fire until it almost fires and then release the button and then repeat this until you fire the gun. This can be practiced to some extend and is probably the best you can do.
