Why is there no Console Only Cross-Play?

I play on PS5 and almost always when I think “wow how did that guy do that to kill me”, I look and see the PC symbol next to the player’s name. I switched from PC to PS for BF4 precisely because I liked the idea of playing on a level playing field where people all had the same hardware. I like this game but would like it better if I could play with crossplay off (and with more than 4 friends, and on persistent, browsable servers, etc.)
