Reduce the number of players needed to start a round

@Ringo_TB Yeah not being able to do T1s when playing solo/coop should change. At this point in the game's life, I don't think it really matters how people unlock them.

@ElliotLH Agreed, there’s no more need to keep the game locked at this point in its lifecycle.
Not in terms of player count to start a game, nor in how XP is gained.
