I guess I haven't been around long enough to see the grace period expire, because I have watched them steadily heal for more a minute or so. In fact I used this once - I got out of a burning Bolte, waited behind some cover, then jumped back in it at full health about 1 minute later. I felt like I was exploting to be honest. It's complete BS.

My wildcat drove over a light pole in Manifest breakthrough and got stuck on the remains of it.
After trying a lot I decided to respawn witha jeep to try to push it off the pole stump.
In the time between me respawning and driving right away to my Wildcat, it had disapeared.- 4 years ago
Actually agree with this in return for buffing the vehicles to make them viable.
BFV vehicles had limited ammo,no self repair, and damaged parts that you had to repair manually in return for increased effectiveness against infantry/other vehicles mostly...
As for saying it encourages camping, isnt it the case now with c5 drones? and i always feel modern combat dumbed down vehicle gameplay with no skill lock on they need to add more skill based weapons like the JDAM/TV missiles
A quick fix i can think of is decrease thermal smoke cooldown to increase survivability a bit now that everyone can run around with stingers

In BFV you did have self repair. You could use it only once and it repaired a percentage of your tanks health. When you rearmed at the ammo supply stations you got your one use self repair back.
In BFV it was far easier to retreat, hit smoke and jump out to repair yourself and if you chose the engineer role your repair tool repaired at a faster rate. Also BFV didn't have everyone running anti tank setups, lock on nonsense and Sundances flying around not to mention high elevation for regular enemies to parachute from armed with OHK C5 x 3.
BTW chemical smoke in 2042 is broken and doesn't work reliably.
They should have had APS not this broken chemical smoke defence.

@UP_Hawxxeye I wonder if this is because you died. I didn't, and the vehicle healed itself despite nobody being inside it. It should have burned up and exploded if nobody came to repair it. That's just my opinion anyway.
