#2. They can keep the specialists and all the investment accorded to them but stick them in a class. They already do this but it's meaningless because you can opt out of both their class specific gadgets. If you're assault, you CAN"T carry ammo. If you're engineer you CAN't have health.
They should be organized by class first, then you can give them cool names/skins/voices and charge money if you want them to be special.
I can't tell who does what buy looking at the skins in game- that's a problem but organizing and restricting the class system is more important.
I don't think these changes would be such a burden to the programming of the game, just reorganize and limit selections. Too much choice and "flexibility" is not always a good thing
