You're right though it could be a case by case basis. But even if it is what is the harm of me posting it to inform people that there's a chance, however slim, to get their money back?
In addition to your choice of headline and instead of linking the article and only to attach a screenshot of the upper part of the article, imho the "it appears" does not really matter even if you saying that this is only you speculating with the last part.
So, for me this implies that Steam is going to refund the game to every one who want to but they don’t.
Also, I have read these articles before you have now linked them here and all are referring to one post of a redit user. Yeah, that’s a proof of concept.
And what harm can this thread or these articles do? You ask that? How many will now go and try it again and again to get a refund but will fail on Steam, what do you think who they will blame?
Not Steam they will blame EA/DICE for it but guess what these issues than is created buy such threads, news article and videos of content creators.
And with “Regardless, it is another nail in the coffin of 2042.” you clearly show that you do not like the game and that this thread only continues to fuelling the fire.

I've been on the periphery with this one as I'm not a Steam user but, from what I gather, this isn't a blanket policy from them. Some people will be able to get a refund outside of the general policy, like if they're having massive technical issues or it's their 'freebee', but it'd be the exception rather than the norm.
There's lots of posts on the 2042 Steam forums about this topic right now and the majority of people seem to be reporting getting declined still.
@RipGroove99 Possibly but I could still see Origin sticking to policy. My thinking is that it could send a message out to everyone that there's no hope or interest in the game from EA, and the plug is getting pulled. Then again I might be going overboard a little bit.
