You realise that if they wanted to sell skins they wouldn't have needed to create a insanely extensive gameplay loop , balance etc.. to do so ?
All they would have had to do is to sell thousands of skins who does not impact gameplay just like COD operator or Fortnite skins ...

I'm with @Stew360 the Specialist are an evolution of the old class system
Also, with Specialist they bring you the freedom of choice to build any class you want, you need only to adapt it
And I repeat myself again when I say that player are responsible for team play not classes…
Also, EA/DICE already monetizing BF since since BF2
For BF2 there where the Special Forces an add on which was very good but then they released Booster Packs instead of an another Add on
BF4 had beside the map pack also cases with EXP boost and attachments...
Also, VIP which could bypass normal ques on a server…
BF1 had weapons skins, BFV hat weapon skins and Skins for soldiers
So, they already monetizing skins since a long time…
And as Stew360 says the Specialist bring much mor to the game than selling skins
But it seems more like that some people can only see the worst things instead of the good which BF2042 has.

@CountSero Except I can't build the class I want because one of the abilities is locked to the crappy specialist. If I want to run full on vehicle support, I can't have a repair tool and rocket/mines. Its one or the other, which is severely limiting. So what? Am I suppose to hope for a specialist and another feature to come out with one of those things to play how I want? But at least my sentry has a little elf hat on it /s

If games needed characters to behave exactly the same with no gameplay differentiation to sell skins then there wouldn't be skins in Dota, or League of Legends, or Overwatch, or any other such hero shooter / hero based game.
In reality having characters in a team based game with specific skills that players will gravitate towards is exactly a way of selling skins and doing so with less effort.
The player will use a particular character more because it suits their playstyle rather than what the situation at the time calls for the team to win.
If a player uses a particular character more they are more likely to purchase a skin.
Instead of providing a variation of a skin for each class they only need to make one skin and set up the coding for one specialist.
Instead of selling a pack of skins that covers all the classes they can sell each skin individually.
Instead of players thinking "hmm this is a pretty cool outfit for so and so team which I can only play on these certain levels" they think "COOL I can deck out Sundance and play my skin on any map".
If anything the fact that the specialists are able to mix more gadgets and weapons than the classes in every other previous game shows that they are moving away from having specific roles and towards a jack of all trades approach ala CoD - one where you can do essentially anything you want with the same character.
Like I've defended aspects of BF2042 but it's pretty plainly obvious that specialists were created specifically to sell more skins.
