I'm pretty sure DICE does it to herd players into matchmaking pools. If there were matchmaking pools for every game mode then the pools would be empty. Leading to long wait times.
That's my guess anyway. DICE probably also thinks rotating modes helps to keep the game 'fresh'. But it's probably mostly about herding players and reducing wait times.

@OskooI_007 Are 64 player servers cheaper? That would explain a lot. The 45 hz servers sure don’t seem up to the task of 128 crossplay on servers. I’m sure it’s about money, with these folks it’s always about money.
