Not really it is not ruining anything about the multiplayer side. The only likely reason they removed the full progression is because they likely do not want the players to get everything to T1 and (in their logic) lose the incentive to play the game.
They have not yet admitted it directly, but the way they were so reluctant to even adjust the masteries until yesterdays patch, is imho an indication of how much they were betting on a long and hard mastery grind to be the dam that prevents all of the water reservoir from flowing out at once.
An alternative theory of mine is that people killing too many bots with full progression might be creating false positives of cheating based on the number of kills per round.
Of course this is all just conjecture since they were never expanded on any post about what exactly their deal is. Unless I am mistaken, the largest thread on the forum which is asking for full progression, was never given any good reply about this.
