One of the developers talked about the tornado throwing shipping containers around and it landing on a sniper. Obviously that feature got cut and never made it into the retail release. Probably due to performance reasons as you said.

The tornado is fun.
The problem is that it took too much time and resources best spent on more basic elements that are more important.

Yep sums it up perfectly, it would definitely have been way down my list of priorities that's for sure.
