The problem is that it took too much time and resources best spent on more basic elements that are more important.

Yep sums it up perfectly, it would definitely have been way down my list of priorities that's for sure.
I would have prefered simple fog, rain, snow storm, dust/sand storm. variable weather changes, something Battfield 1 did quite well.
