True OFFLINE (no internet connection) support for the bots

@ragnarok013  I would have no problem if progression was not updated while offline. It's far better to be able to launch and play the game than to be locked out if the servers are temporarily unavailable or if my internet connection is down. 

Locking people out of the game they purchased is not cool. 

An offline fallback mode that allows you to play with bots is a must, even if it doesn't offer all of the functionality that is available when connected to the servers.
