Weapon "sway" to be changed in 3.2 update

I can't hit the broad side of a barn with snipers on PS5 anyway so I'm not too concerned.&nbsp;

@Ironhead841 looks like the proficiency will make it feel like it does now, but for other classes, it will feel worse than it does now.

Gonna be an interesting change imo, since i've not been needed to "Hold breath" while using the NTW at all. 🤔
