Weapon unlocks not unlocking

Today I was working to level up my M44 sidearm. I've got more than 60 kills for the 2x optic... but it won't unlock. Game shows I have Mastery 2 for it but nothing. Tried to repair the game thinking that was the problem but nope. Anyone else?

Why is it that this game is so incredibly broken even after a 400+ item patch?
