"Accuracy" --> spread of the gun/bullets.
"Handling" --> recoil of the gun.
So better handling means less recoil. 🙂

"Aim down sights accuracy" is the accuracy when shooting while looking through the scope of your gun.
The other accuracy you have while not aiming is "hipfire accuracy".

The point isn't if the game is broken and it doesn't do what it says it does, or if something is broken or what not.
Fact is it's still the explanation for the things he asked.

Just stick with whatever attachment description says
