Who has the drone that can hack?

Either im missing something or not understanding it. 

Though i Rarely play Recon, so is probably the reason, i keep getting hacked and i keep spotting one of Casper's drones above me - HOWEVER, whenever I try to hack a vehicle with the drone - NOTHING. 

Pardon the class noob here, but what am I missing here?  I thought RAO was the only person who could hack vehicles.   why is it i see Casper's drone above me and I get "HACK" warnings pointing at the drone and NO ONE ELSE is near me.

    @Psubond Different message in my case I'm afraid, it was the 'location revealed' one which I kept seeing. It just sounded similar to me. I'm 99.9% sure that I hadn't actually been spotted though as there weren't any infantry nearby.

    Think this is one of those occasions where a video would be handy. Should have recorded one of the message I was seeing but apparently that didn't occur to me at the time.

    Whether you believe it or not does not matter.  Only Rao can hack.   Caspers drone marks and emps, and that is it.
