Maybe having 2 tiers of weekly missions would help.
Make a solo/co op weekly mission that rewards a rare skin and make a pvp weekly mission that rewards an epic skin.
Skins should be tied to achievements, the greater the achievement the better the skin, so for shooting bad ai you should get a boring rare skin and for shooting real players you should get a cool epic skin.
