Yeah this doesnt have sense, since we cant change teams on portal servers, now if i want to have a AI squad to respawn close to a site, the server is restricted???
JUST WHY?!?! i mean really? XP SHOULD BE FULL, the only thing who changes xp should be rules editor, not the regular ones, PLS HEAR THE COMUNITY, GIVE AN UPGRADE TO PORTAL EXPERIENCES! Jezz
Many of us want full XP also when only playing with AI but DICE doesn't let us.
But actually it's currently that way:
If you enable PvP AI you can have Moderate XP if nothing else is changed. As soon as you change anything while enabled PvP AI, it goes to Restricted XP.
PvE AI or rules editor use, goes straight to Restricted XP.
If you don't have any type of AI enabled and don't use the rules editor, you can change anything else you want and still have FULL XP.

There is 3 different states of XP and progression for portal servers
You can create a server with FULL XP and progression as long as no PvP/PvE AI is enabled and you have NOT been using the "rules editor" function.
Anything else you can adjust the way you want and you will still have FULL XP.
If you enable PvP AI (not PvE AI) you can get Moderate XP and progression till T3, IF you don't change anything else on the portal settings. Neither can you use the "rules editor" function.
As soon as you change anything else while PvP AI is enabled too, it goes to Restricted XP and no progression.
If you want to have PvP AI and do a bunch of changes, or enable PvE AI and do no changes, or use the "rules editor" function, you will always create a server with Restricted XP.
I also agree that some changes should not have any impact on the XP restriction of your server.
But it is the way EA/DICE decided to go, to prevent from Bot/XP farming in portal.
