why is cross-play limited in BF2042?

I don't understand why I'm limited to one "group" for cross-play. why can't I a PC player join a ps4/xbox1 player and just join their 64 player lobbies? but I'm forced to play 128 and cant even join them in 64 lobbies. if they are gonna do the reduced player size for older consoles then just force the whole squad into 64 lobbies, not block me from playing with them completely.
