Having a public shame list, even for hackers is not a good idea. The anti-Cheat should do its work at the end of the day.

Open cheaters list = naming and shaming
naming and shaming = against the code of conduct.
Personally, I think that the old way of dedicated servers rented by communities who could manage their undesirables was the best system.
