Edit to be more clear:
This is a custom portal game that they give the code for so it doesn't give the same progression as the featured portal modes.
That's because they have a large team behind the game.
It's not one guy overseeing everything.
And obviously they had to put in the xp restriction in portal because of player abuse. IF they didn't do anything then people would complain about that as well. And then complain they unlocked everything already. Can't win as DICE here on the anonymous internets.
