Why there is no TV Missile for vehicles?

The only way something like this gets added is with a new vehicle. They aren't modifying existing vehicles, that's for sure.
Just like advanced optics, we have vehicles and aircraft without thermal, IR, night vision, etc, in 2042.
@Adamonic They added the tv missile for the bf3 heli also, wasnt there from the start.
