My buddies and I all get this issue as well, not sure if it is just PC players, I know some people can spawn them as we see them at times.

the Xbox/PS players spawn them, and also if you join the game late (such as the last sector) you can spawn them.

It just doesn't update the vehicle spawn menu from whenever you first enter the game, so you could leave and rejoin a friends party in-game to have them available if there was no queue.
