Generally speaking, if the Internet cafe conforms with the EA anti-cheat then it should be possible to play there. EA wouldn't make an exception for the cafe otherwise though.
However, I would say that you will need to be careful using your EA account on public computers. You never know what someone might have installed on it which could lead to an account ban.
