Hi I only just got to this thread, but I wanted to chime in that for ME this was an nividia driver issue. I am running a GTX1080 and wasn't having any of these performance issues until I updated to the latest nvidia driver.I rolled back again and the issues went away again! The in-game graph was spiking CPU and GPU simultaneously and stuttering my game every few seconds, and my FPS was also way lower than normal just like everyone here has described.
I'm on Windows 10 64bit latest updates, a 9900k CPU, and the PROBLEM driver was nvidia 516.xx. I reverted back to driver 512.95 and it solved my problems completely.
One last anecdote: the same exact thing happened to me back during BFV as well. Like just a year or two ago nvidia dropped some new driver revision and it made the entire game almost unplayable and stuttery. Just like this time I also reverted back and it was fixed until they dropped a new revision number driver.
