I was supposed to receive 30 free tiers with my premium bundle but I never received them

What do you mean by "I never received them"?
The game doesn't just "give" you the tiers with the Premium Battle Pass. You have to earn them (or use BP coins to advance). Premium BP means you can advance past BP level 30 once you get there.
