I have the same issue. Also, if minimized settings seem to default to the lower spec’ed monitor. Meaning though the menu of the game states preferred monitor and fps settings, I have a stat monitor that picks up that it’s using the 2nd (not main monitor in windows) limiting by fps to 60 due to 2nd screen being only 60hz. Kinda strange but just something I noticed today. If I change the settings in menu then change them back, all is good. Just an annoying bug every time the game is minimized for a moment or two.
