Quick update: Opened a case with EA chat support. Nice guy, but as soon as I mentioned Steam he said EA couldn't help me. He gave me a link to Steam. The Steam link leads to a page that says this:
Contacting Game Support

So EA says go to Steam, and Steam says go to EA. Classic customer support feedback loop.
At least EA has customer support. Steam looks pretty useless. I've cleared the cache and verified game files three times. Rebooted, uninstalled, reinstalled. Nothing works.
