BF 2040 unplayable - CPU 100% and GPU not

I'm not crashing to desktop, but I am lagging so hard I can't play.
I was having the CPU at 100% and GPU around 54% and couldn't play for 2 months. Someone suggested I make the following changes in the config file:
GstRender.DLSSEnabled 1
GstRender.Dx12Enabled 1
GstRender.ShadowQuality 0
GstRender.WeaponDOF 0
That worked! I was able to play yesterday for the first time in months and had ZERO issues.
I patched today and I can't play the game. It is even worse than it was before. I'm lagging all over the place. I can't go up stairs or ladders as I'm bouncing around without moving. Half my grenades wont' actually throw, even though it looks like they do. Things like that.
I've got an i7-9700, which I'm told has a "bug". I've been coming to the forums for an update on that, but NO ONE has had an official update.
