but what's more weird - i can't make any tickets on EA Support anymore, no chats or email help avaliable haha, ea as it finest as always

You'll need to contact Steam support in this case, as sk1lld said, since they're the retailer. EA Help may be able to assist you too.
of course it is, but steam support said that i have to deal with ea to solve this issue, so it's kind of endless loop
Generally speaking they responsibility lies with the retailer, since that is who the contract of sale is with. However, if they're not prepared to help, you'll could try opening a case at help.ea.com.
