of course it is, but steam support said that i have to deal with ea to solve this issue, so it's kind of endless loop

Generally speaking they responsibility lies with the retailer, since that is who the contract of sale is with. However, if they're not prepared to help, you'll could try opening a case at help.ea.com.

Steam are a Trusted Retailer (https://help.ea.com/uk/help/faq/where-to-buy-ea-games-v2/#trusted), so EA Help may be able to assist you.
