BF2042 Download stuck at 96% for hours and hours...

I preordered BF2042 Ultimate Edition on Steam a while back and preloaded it (which it did successfully) for the early access basically as soon as it was available. However, come early access launch day I am trying to launch the game and it prompts me to update which I do. It completes the update, but then doesn't allow me to launch the game... I verify files, restart steam, restart my PC, etc. etc. and nothing works. So, I uninstall the game and reinstall it, guess I just preloaded for nothing... Then, after uninstalling the download reaches 96% and then just stops. All of the sudden I go from my usual download speeds down to 0 MB/s instantaneously. I was confused, but I've seen other steam games have hitches near the end of the download so I just waited it out... And waited... and waited... 5 hours later, it finally does SOMETHING and that something being it dropping out of the currently downloading section and back into the queue with an error saying, "Error Connection Timeout," before trying to download again and then proceeding to stay stuck at 96%.

I can download other games and updates for games no issues.

I have tried multiple different steam download servers, I have cleared my download cache, uninstalled and manually cleaned out all of the BF2042 files, and basically every other fix proposed by any forum. I heard that uninstalling Origin and downloading the new EA Play app beta sometimes helps with this issue, but it didn't change anything although I did notice that in Origin it recognized I own BF2042 Ultimate Edition but the EA Play app does not even though it recognizes almost all of my other games.
