First of all, why would you even have two different GPUs in your PC?
You should be abel to set the default gpu to run any Program from in the settings of your driver.
Sadly I only know how it works on Nvidia Cards
There are productivity tasks which benefit from multiple GPUs. There is a Windows setting, but the game ignores it and starts on the wrong one anyway. There's no setting in the Nvidia driver unless it's a laptop or OpenGL application, but other games depend on what the monitor is plugged in to, the Windows setting or have an option in their own settings.
Right now, the only way to get around this seems to be to go into device manager and disable the other GPU (which is far from ideal - it's inconvenient and disables connected monitors).
