Confirmed around the office that this a problem
We have 12 workstations with various combinations of GPUs (Most 2080tis or 2080 supers with 1080tis or 1080s). Happens on all of them. It seems BF2042 is set to prefer the slowest/oldest GPU in the system. It used a GTX970 over a 2080 Super.
@MC_Vanillawhite Does it still pick the wrong card if you physically swap the 970 with the 2080?

this issue still occurs regardless of which slot/position/Bus ID the 2080s have vs the 970s. (results are the same with the 2080ti and 1080ti systems)
- @MC_Vanillawhite Interesting, somewhere some code is probably enumerating the GPUs and picking the last one to avoid integrated graphics, making the incorrect assumption that the last GPU is the primary GPU
