BF2042 Wrong GPU picked in dual GPU rig

After playing Battlefield 2042, the GPU clock does not go low, even on the desktop without any other programs. It does not drop below 1284 Mhz on my Radeon RX570 8gb. I have tried other games and the same error is not repeated, it only happens after playing Battlefield. It is stucked at the highest frequency and does not drop at rest, therefore the temperature of the Gpu goes up constantly and is self-cooling but never drops to the temperature at rest. Restarting the computer fixes it but every time I play bf2042 it happens again
