Can not change VOIP output device for squad talk after update.

So, since the new update, now you are always in a social party.  Well, the only way I can change my output device for voice chat in game so i can hear squad mates NOT IN MY PARTY is to do it when NOT IN A PARTY, which since the update is now not possible, and therefore I can not change my VOIP setting in game and can't hear squad mates not in my party if we get a random player when we do not have four in our party.  

To be clear, I can go to the selection, it looks like I will be able to change it, however when I click on the arrow to change the setting, it does not change.  Previously I could leave any party I was in and then make the change and it allowed me to change the setting.  Post update, there is not the ability to not be in a party. 

Any ideas?
