Same but on series X. Weirdly it only started for me yesterday after upgrading to a 4k TV.
Smooth until I ADS. Then it's like the frame rate halves to 30fps or something. If I ADS on an enemy helicopter, it comically chugs along the screen in a sort of stop motion movement.
In portal if it matters.
Going to try a reinstall this morning. Will edit my post only if it fixed the problem.
EDIT: Reinstall fixed it.

Jumped on again after the most recent update and it's doing it again. Just going to uninstall it at this point.
Not prepared to reinstall the whole game after every update, to fix it. (seems to be the only fix).
It's 60 FPS, aim down sights and it's like it switches the game to 30 FPS. Aiming at a helicopter and it stutters across the screen.

UPDATE and bump.
I've tested all sorts and found the cause for me. Xbox series X using a turtle beach stealth 600 USB headset.
When the bug occurs in a match, turning the headset off and back on completely fixes it until the console gets rebooted.
100% fix every time.
Annoying though!.
