Cannot Aim Down Sights (ADS) without camera stuttering (frame drops?)

& replicated on separate Xbox One console
Whenever I try aiming down sights the camera/view will stutter which effectively prevents ADS from being used. As long as LT is being held, the stuttering persists. This appears to be a rare issue as I have not seen other posts mentioning it but it has all but killed my motivation to play the game due to being unable to hold LT and aim down sights.
