Cannot use driver zoom in vehicles, it just makes me freelook instead

When I press the keybind for driver zoom in vehicles like the wildcat or the tanks, it just makes me freelook and does not zoom. I tried changing the keybind for driver zoom but it doesn't matter, the new keybind still just makes me freelook. This is incredibly annoying and I can't find a single fix online.
