Can't change fire mode when using Toggle

Summarize your bug When I have the SOLDIER WEAPON ZOOM set to TOGGLE in the options, this stops you being able to change the fire mode, using down on the dpad. if you hold in LT rather than toggle then you can change fire mode... But you can ONLY do this first time you toggle to aim down sight. (Obvs next LT input will be interpreted as cancel zoom) I shouldn't really have to change SOLDIER WEAPON ZOOM option back to HOLD... Not as it's an accessibility feature.

Steps: How can we find the bug ourselves? Start game, enter opens, change SOLDIER WEAPON ZOOM to TOGGLE. Aim, press down on D pad
