Can't Rotate My Character on Foot with a Mouse

Summarize your bug On any server in any game mode my mouse will not turn my character left or right after the last patch. I have tried restarting the game, restarting my PC, turning off Razer Synapse, and unplugging my controller. Nothing has fixed the issue. Again, this started happening immediately after installing the last patch.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Shouldn't be hard other people have had it as well, I just asked in the game. Sometimes restarting fixed it, in my case it didn't.
What happens when the bug occurs? As soon as I gain control of my character, I can't turn left or right with my mouse while on foot. If in a vehicle, it works. If I use my controller, it works. Just not on foot.
What should be happening instead? I should be able to rotate with my mouse.
